Despite stronger laws prohibiting cockfighting, the practice still persists across the country.

Animal fighting

Humane World for Animals is proud to watch Mexico becoming an animal welfare leader in the region—and beyond.

We helped pass a state ban on cockfighting (in Veracruz) and multiple state bans on bullfighting, provided direct veterinary care in underserved communities, trained government veterinarians to perform free spay-neuter campaigns and supported humane education for Mexican children.

Farm animal welfare

We persuade corporations and institutions to improve welfare for hens and mother pigs, who are often confined in cages or crates for most of their lives. With our technical support, the largest egg producers in Mexico are installing cage-free housing. And our work with financial institutions is driving policies and funding models that promote and reward higher animal welfare standards.

Disaster response

Our disaster response team is ready to help when needed. We’ve coordinated with authorities to help animals after a tragic tanker explosion, assist thousands of animals after earthquakes and hurricanes (including Hurricanes Milton and John in 2024), and rescue animals from cruelty and neglect.

There’s more work to be done.

In 2023, we surveyed the city of Aguascalientes and learned that just 32% of its dogs and 40% of its cats had been sterilized. In 2024, we used those survey results to launch a program that will increase access to care (including sterilization) for companion animals who live there.

Across Mexico, we’re focused on sharing our expertise with authorities. We offer training and workshops on responding to disasters, handling animals in crisis, investigating animal crimes, understanding animal behavior and more.

In this way, we’re creating lasting change across Mexico—and ensuring communities have the tools and knowledge they need to keep animals safe and well.
